Kentucky River Foothills Development Council

Foothills Community Action Partnership, a community action agency established in 1962, embraces a philosophy of needs-based strategies and family-based services leading to family self-sufficiency and economic self-reliance. The agency provides a comprehensive range of services for low-income families and individuals. The agency’s more than 300 employees form a professional network of program developers, administrators, teachers, social workers, counselors, transportation drivers, and nutritionists. The agency is directed by a volunteer corporate board of directors who are active in community service in Clark, Estill, Madison and Powell counties. Staff are guided by Executive Director Vicki Jozefowicz, MPA.

Services Available
Services Kentucky River Foothills Development Council provides include:

• Adult Care – Provides respite to primary caregivers of persons over 21 who are physically, mentally, or socially limited and require personalized care and attention
• Affordable Housing Program (AHP) – Assists low and moderate-income households through homebuyer education classes and provides one-on-one homeownership counseling
• Community Collaborations for Children (CCC) – Promotes the safety, wellbeing, and stability of children and families through supervised visitation, family team meetings, in-home intervention, and parenting education
• Community Outreach – Staff work with families in financial crises to help meet immediate needs and make plans for the future so that similar crises are less likely
• Community Services Block Grant (CSBG) – Provides services to address poverty based on community need
• Early Head Start/Head Start – Provides comprehensive education, health, nutrition, and parent involvement services to low-income children and their families
• Energy Assistance – Subsidy/Crisis Programs help maintain family stability
• Health Care for the Homeless (HCH) – Addresses a variety of medical needs through a community-oriented, primary care setting serving homeless individuals
• Healthy Marriage – Provides relationship enhancement curriculum to individuals/families to improve family functioning
• Home Care – Provides in-home services to increase the independence of those who are home-bound or at high risk of nursing home placement 
• Homeownership Counseling – A free service offered to first time homebuyers with low to moderate incomes
• Intensive Family Preservation Services – Assists families in identifying and understanding the problems that place children at risk of out-of-home placement and assist them in developing homes that are safe and nurturing
• Kentucky’s Housing and Emergency Assistance Reaching the Homeless (KY HEARTH) – Helps prevent individuals and families from becoming homeless and helps those who are experiencing homelessness to be quickly re-housed and stabilized
• Liberty Place Recovery Center for Women – 100-bed long-term residential substance abuse recovery program for women
• Mujeres Unidas (United Women) – Composed of women from Central America who strive to learn skills that can help them become economically independent
• New Liberty Homeless Shelter – Provides temporary shelter and support services for homeless families for up to six months
• Responsible Fatherhood – Provides job coaching, financial advice, and relationship and parenting seminars
• Richmond Child Care Center – A licensed, tuition based program that serves the childcare needs of working parents
• Senior Citizens Centers – Provides seniors with socialization, recreation, exercise programs, and nutritious meals 
• Supportive Housing Program (Transitional and Permanent Housing) – Provides rental assistance, case management, transportation, medical assistance, budget/credit classes, food assistance, heating/cooling assistance, utility assistance, educational assistance, GED preparation, and referrals
• Tenant Based Rental Assistance (TBRA) – Provides rental assistance, security deposit assistance, utility allowance, case management, transportation, medical assistance, budget/credit classes, food assistance, heating/cooling assistance, utility assistance, educational assistance, GED preparation, and referrals
• Teamwork, Readiness, Experience and Knowledge (TREK) – Serves youth who have dropped out of school by partnering  with local college admissions, financial aid, and other resources to promote post-secondary education.  TREK also partners with local employers to provide job shadowing opportunities, mentors, guest speakers, and work experience.
• Transportation – Affordable, reliable transportation that allows people to access jobs, services and recreational activities
• Weatherization – Winterizes homes to lower energy consumption and heating costs
• Youth Investment Project (YIP) – Helps at-risk youth prepare for college and/or employment
