KCEOC Community Action Partnership

KCEOC Community Action Partnership is dedicated to recognizing human potential, improving communities, and creating opportunities for change.

KCEOC Community Action Partnership has been serving the residents of southeastern Kentucky since 1964. Since then, the Agency has served thousands of individuals and families, assisting them in their struggle to overcome the barriers associated with poverty. 

Primarily a one county agency, KCEOC has operated Head Start Programs in Knox County since 1965. The Agency also operates Energy, Housing, Arts and Crafts, Emergency Services, and Workforce Development programs. Since 1985, KCEOC has administered Head Start programming in Clay and Harlan Counties, and now operates Early Head Start Programs in Clay, Harlan, Jackson, Knox, Laurel, and Rockcastle Counties.

 

Service Area: Primarily Knox, with Child Development also in Clay, Harlan, Jackson, Laurel and Rockcastle

Services Available
Services KCEOC Community Action Partnership provides include:

• Aquatic Club – Recreational swimming program for the youth of Southeast Kentucky
• Arts, Crafts and Tourism Program – Economic development program that markets Kentucky crafts in on-site shops
• CDL & Bus Safety Training – Provides skill and safety training necessary to obtain a commercial driver’s license
• Community Services Block Grant (CSBG) – Provides services to address poverty based on community need
• CPR & Health Training – Provides training and certifies staff in CPR and First Aide; provides information on health related issues
• Emergency Food and Shelter Program (EFSP) – Provides emergency rental assistance, utility assistance, and food for eligible households in need
• Emergency Fund Services Incorporated (EFSI) – Provides emergency loans for vital needs including utilities, rent, and medical assistance.  In return, participants volunteer in self-help craft programs in to repay loans.
• Energy Assistance – Subsidy/Crisis Programs help maintain family stability
• Head Start/Early Head Start – Provides comprehensive education, health, nutrition, and parent involvement services to low-income children and their families
• Homeowner Rehabilitation – Provides home repair and rehabilitation
• Housing Counseling/Workshops/Unemployment Bridge Program – Provides information and financial counseling to individuals and families who want to buy a home; provides post counseling for new home owners
• Housing Development – Provides homeownership opportunities to low-income residents by providing financial assistance with construction and land acquisition costs; assists clients with leveraging other resources to make homeownership possible
• K-4 – Comprehensive educational preschool program targeting children who are at-risk or have developmental delays; involves parental skill development and involvement in the classroom, supportive services to the families, and referrals to other providers
• Kentucky’s Housing and Emergency Assistance Reaching the Homeless (KY HEARTH) – Helps prevent individuals and families from becoming homeless and helps those who are experiencing homelessness to be quickly re-housed and stabilized
• Magnoila/Mimosa/Hosta/Court/Sowders/Mison Manor/Murrell Mitchell Apartments/KCEOC Senior Housing – Rental units owned and operated by KCEOC that service all population sectors; 75% of units are reserved for elderly, disabled, and low-income households
• Services Coordination – Coordinates services for elderly and disabled tenants occupying specialized housing owned by KCEOC
• Southeast Kentucky Housing and Homeless Alliance (SKHHA) – Provides comprehensive case management, transportation, and computer education and training to homeless individuals
• Summer Feeding Program – Provides meals to children during the summer months 
• Tax Counseling for the Elderly – Assists low-income eligible persons with tax preparation
• Tenant Based Rental Assistance (TBRA) – Provides rental security deposit and utility deposit assistance
• Ticket-To-Work – Provides support services to disabled individuals returning to the workforce
• Weatherization – Winterizes homes to lower energy consumption and heating costs
• WinterCare – Assists those in need with their utility bills
• Women’s Emergency Support Center (WESC) – Provides temporary emergency shelter to women and their children; provides outreach services to homeless men and intact families; provides clothing for community members in need
• Workforce Investment Act: Adult, Youth, and Dislocated Worker Services – Employment, training, adult education, and vocational rehabilitation programs
