When individuals or households in Kentucky have difficulty or are unable to meet their basic needs, such as having enough food, having heat, having safe shelter, receiving needed medical care, or living in a safe environment, Community Action tries to help.

Community Action Agencies throughout Kentucky provide Emergency Assistance to qualified individuals whenever possible. Services may include:
- Meeting basic nutritional needs: Community Action provides a variety of emergency food distributions, food pantries, and other programs to satisfy basic nutritional needs.
- Providing shelter: Community Action provides homeless shelters and emergency shelters. Community Action also provides services to obtain permanent housing for those individuals.
- Provides Energy Assistance: Community Action provides energy assistance to qualified households to prevent utility shutoffs, provide utility reconnects, winterize homes, or enroll them in utility programs.
- Individuals Safety: Community Action provide assistance for individuals involved with domestic violance or that are in danger from other sources. Community Action will work with individuals to receive the necessary help from Kentucky Domestic Violence Association or other programs and provide necessary emergency shelter or other help in the meantime.
